NEW EDITION: The Constitution of the United Sovereign States of Ophion
We, the states of the world in this union have declared the need to globalize and come together. We seek the trade of each others markets and the desire for sharing our bountiful share of the world. Ophion will stand for economic prosperity, peace and as a forum to bring the nations in Ophion together to solve issues confronting our members.
Joining the Union
In order to join the USO the country in question must adopt the policies of the USC. The country will slowly integrate its economy into that of the USO and begin to work in the USO's departments. Integration will be a gradual process and members can submit special agreements to join the union. Once accepted by majority vote they will be considered part of Ophion.
The Parliament, Executive Powers and Provincial Rights
In order to govern the new state, a democratic system shall be in places, with free and fair elections open to all sexes and people ages 18 or older.
Parliament
Parliament shall consist of one body that is home to four senators per district. These elections shall occur once for three years. Every district shall hold their own elections and send members to parliament. Parliament has the responsibility of making new laws, holding inquiries, levying taxes and controlling all maters of states. With a 3/5ths majority they can override the President. Parliament may also make departments and regulatory committees. The Parliament must respect the rights of the Provinces. All bodies, federal and provincial, shall keep a positive income.
The President and Executive Powers
The President is the quick reaction and diplomatic face of Ophion. He or she may also veto laws proposed by the Parliament. The President may appoint advisers and other offices that must be confirmed by the Parliament.
Provincial Rights
The rights of the provinces are second to none in the duty of the states. Provinces may make their own laws, regulations and committees and ministries so long as they do not interfere or go against the Ophion state. The provinces have districts that send senators to parliament. Member states can declare their own wars and go about their own affairs freely.
Courts
All citizens in the country have the right of a trial by jury. They have the right to know what they are accused of and have the right to an attorney. Judges shall have no conflict of interests and the highest court if the Ophion Constitutional Court.
